A mi se me hace, queridos cuatro o cinco lectores y lectoras, que en eso del combate a la delincuencia, algo anda mal. Porque el hecho de que nos estén saturando con tanto anuncio de que agarraron cientos de delincuentes por aquí y cientos de delincuentes por allá y otros cientos por acullá, … está medio sospechoso. ¿No será puro bla bla bla y nada de glu glu glu? Con eso de que ya transcurrieron 40 días, de los 100 que se comprometieron las autoridades Federales, Estatales y del DF, para ofrecer a la ciudadanos, resultados concretos de aquel combate, pues me imagino que andan muy apurados, sude y sude, haciendo como que trabajan.: que mataron a tantos por aquí, que hay un retén por allá, que los soldados rodearon por el otro lado, que tantos decomisos de droga, que la SSP dio otro golpe, que la AFI ya se alebrestó, que vamos bien rápido ¿Y? Y es que fíjense mis estimados y estimadas, que debido a una de mis manías que es la de andar observando números, datos y estadísticas. en una de esas que me topo con algo interesante al respecto. ¿Se los comparto, no se van a asustar ni van a hacer corajes entripados? Conste que no son datos sacados de una chistera, sino información oficial de instituciones que saben del asunto, el Consejo de la Judicatura Federal y la Procuraduría General de la República). Ahí cuando puedan, ustedes mismos los checan ¿va? Mar.) 34 13 0 TOTALES 1202 158 70 En los últimos 8 años (casi) de combate a la delincuencia, en su modalidad de secuestros, han sido detenidos 1202 presuntos delincuentes, pero solamente 70 han sido sentenciados, es decir, castigados. ¿Y los demás, dónde quedaron, andan libres, no eran delincuentes, su captura se trató de un mero montaje mediático, se escaparon, los mataron, regresaron a sus "trabajos", dónde los escondieron, qué onda? Por su parte, el Consejo de la Judicatura Federal nos brida su propia óptica del problema pero…¿qué creen mis estimados?, que subraya la gravedad del asunto. Miren los datos con sus propios ojotes. En el año 2006, la PGR consignó ante los jueces correspondientes 50,218 averiguaciones previas, de los cuales 28,382 fueron consideraos delitos graves (crimen organizado). Para 2007, los delitos consignados fueron 47,852, de los cuales 25,924 fueron considerados delitos graves. (En Chile, un país de 15 millones de habitantes, se consignan muchos más) ¿Qué pasó ahí, mientras mas se anuncia que el combate al crimen organizado s intensifica, se detienen a menos delincuentes? A propósito de los datos del 2007, 21, 143 fueron clasificados como delitos contra la salud (personas que compran o venden droga). Pero la Judicatura da fe de que solamente 458 fueron considerados como delitos financieros y bancarios y únicamente 171 fueron clasificados como delitos relacionados con operaciones de procedencia ilícita. Es decir, casi a nadie, de los miles que dicen que atrapan, se le ha consignado por lavado de dinero. Es decir, a los bienes multimillonarios de los narcotraficantes que, se dice, atrapan, no se les toca. ¡Pues con razón, aunque los agarren viven tan bien esos señores en las cárceles y con razón siguen operando sus "negocios" como si nada! ¿En dónde está el problema, por qué si agarran a tantos delincuentes, castigan a tan pocos, por qué los bienes (mal habidos eh) de dichos delincuentes casi no los tocan? Los abogados de los delincuentes organizados son mas abusados que los licenciados de los gobiernos? ¿Nuestros gobernantes estarán conscientes de esta situación? Y si están conscientes, ¿Por qué no actúan para ponerle remedio? ¿O les están viendo la cara de wath? Porque lo que trasciende ante la opinión pública - gracias a la dizque responsabilidad de los medios – es que "agarran a delincuentes que de inmediato los jueces corruptos, dejan libres…", etc., etc., etc. ¿No será que las Procuradurías, o sea los ministerios públicos, que dependen de los Poderes Ejecutivos Federal y Estatales y del DF, no integran como se debe las averiguaciones previas? Como sea, es obvio que las estrategias del combate a la delincuencia están incompletas. No solo están orientadas a combatir prioritariamente los efectos, con policías y soldados atacando frontalmente al crimen organizado, sino dejando de lado la prevención y, peor tantito, sin atender debidamente el flanco judicial. ¿De qué sirve que agarren a tantos delincuentes que dicen que agarran, si por averiguaciones previas defectuosas (tal vez a cambio de una larga lana), al ratito, los jueces se ven obligados a dejarlos libres y a no tocar sus cuantiosos bienes? Nos están viendo la cara o se trata de mucho ruido y pocas nueces? ¿Y usted qué opina? Por último les paso al costo, otro noticia de la que ya les había platicado, mis estimados: Resulta que la empresa AGROINDUSTRIAS DE MAPASTEPEC, SA de CV y, se dice, las autoridades del Estado de Chiapas, accedieron a indemnizar a los trabajadores de dicha empresa mismos que protestaban por las malas condiciones laborales, a retirar la acusación penal en contra de los detenidos, incluido el asesor Ángel Torres Mendoza, quienes ya están libres, pero no a retirar la orden de aprensión en contra del otro asesor Rosalío Hernández, a menos de que éste se compromete públicamente a no regresar a Chiapas a asesorar a trabajadores. ¡Ah que don Juan Sabines, tan buen Gobernador de Chiapas que se veía, y eso que es del PRD! ¿Y del tsunami financiero mundial? ¡Pues que dios nos agarre confesados!
