LA DIZQUE REFORMA ENERGÉTICA Por José Luis Hernández Jiménez ¡Ay, mis queridos cuatro o cinco lectores! Perdónenme pero permítanme contradecir a algunos de ustedes en sus apreciaciones sobre la recién aprobada reforma energética. El Presidente Calderón, uno de los más contentos por el resultado, ahora podrá decir que, a diferencia de su antecesor, en su administración y transcurrida apenas la tercera de la misma, ya lleva cinco reformas al hilo: la de la ley de ISSSTE, la fiscal, la electoral y ahora la energética. Todas mini reformas pero reformas al fin y al cabo, aunque en esta última los legisladores casi le corrigen la plana completa. El licenciado López Obrador, uno de los más enojados por dicha aprobación, podrá seguir diciendo que no lo quieren debido a que solo hicieron caso del 90 por ciento de sus peticiones al respecto y que ahora sí a la salida se la van a pagar. El PRI, es otro de los contentos con lo aprobado, pues podrá presumir que, finalmente, el resultado es mucho de lo que el quería y que de todos modos el crédito logrado por ser el "concertador" del momento, le da para que pronto, dice, regrese a Los Pinos. El PRD, es de los que da brincos de alegría por las reformas energéticas aprobadas, mismas que incluyen gran parte de sus propuestas, debido a que, ¡por fin, albricias, dos años después!, se dio cuenta que es la segunda fuerza política del país y que desde esta posición, los gritos, mentadas y sobrerazos, son innecesarios, si el quehacer político se hace con inteligencia. Y al PAN no le quedó otra que hacerse el contento, pues entiende que tiene que priorizar: es más importante que se diga que durante un régimen blanquiazul, su partido cedió en algunas de sus pretensiones pero hubo aprobación, a que se vaya a decir que nada se cedió pero que nada se aprobó. Por mi parte le creo a mi cuate José Antonio Ríos Rojo, mejor conocido como el Zurdo, de quien recibí un buen articulo desglosando las bondades de dicha reforma. Sin embargo me sigue quedando un raro sabor de boca pues por una parte, estoy un poco contento, ya que por fin, gran parte de la clase política que anida en el Congreso General (quién sabe por qué le dicen "Congreso de la Unión") se pudo poner de acuerdo en algo pero, por otra parte, estoy un mucho enojado, por reforma tan chiquita. ¡Tanto brinco, grito, consultas, foros, mentadas, medias verdades, denuncias, análisis, sombrerazos, para tan poca cosa! (según yo, claro). Hasta me apersoné, con otros cuates – como se los platique desde esta misma tribuna - en la mera Cámara de Diputados para proponer y ayudar a organizar, ahí mismo, tres Foros sobre el petróleo, con personas conocedoras del tema y de paso exponer mis preocupaciones y propuestas (como consta en tres libros que la misma Cámara editó) y nada. No me hicieron caso. A lo mejor me hizo falta pedir que me recibiera el propio Presidente de la Cámara de Diputados y ahí decirle hasta de lo que se iba a morir y aventarle un discurso como para niños de secundaria y desmemoriados como le hizo don Peje. ¡Miren que decir que la crisis económica empezó a mediados de los ochentas cuando todos saben que el desplome económico del país se dio con dos Presidentes, Echeverría y López Portillo, es decir, en los setentas. Y luego quejarse de que dos ayudantes del Presidente Salinas de Gortari (José Córdoba y Claudio X. González), son de lo peor, cuando un montón de ayudantes de ese mismo ex presidente (Camacho, Núñez, Bartlet, Cordera, Pérez Gay, Monreal, Dante Delgado, Socorro Días, el mismo Ebrard, etc. Etc.), hoy forman parte de su cuerpo de asesores. Incluso hay otro de sus cercanos que, en su momento, justificó la matanza de Tlatelolco y que por cierto, hoy se dice "líder de todas las izquierdas". En fin, está bien, está bien, esta es otra historia. Pero de lo que me quejo con la recién aprobada reforma energética, dizque reforma, es de una incongruencia y dos carencias: La incongruencia es la de los ahora famosos bonos ciudadanos. ¿Qué es eso de vender, vía bonos, una industria a sus propios dueños? Aunque en 1996, el propio Andrés Manuel y el ingeniero Cárdenas propusieron algo parecido ("hacer una colecta nacional para comprar PEMEX", otro ingeniero, Heberto Castillo, los paró en seco, haciéndoles ver que no podían pedir al pueblo mexicano comprar algo que era del propio pueblo mexicano), hoy, en aras del consenso, se aprueban y festejan con bombos y platillos, los dichosos bonos. Por otra parte, una de las carencias es que ni una sola medida legal se tomó para cuidarle las manos a la cúpula del sindicato petrolero y caciques que le acompañan. Después de que ha sido – según múltiples y añejas denuncias públicas - la fuente de la corrupción a manos llenas en esa industria y, por ello, la sangría principal de la principal riqueza del pueblo mexicano, nada se hace al respecto. Y menos se habla de castigar a los responsables de dicha sangría a las arcas de la nación. ¿Borrón y cuenta nueva, o miedo al sindicato? Pues nadie se acordó del asunto. De la segunda carencia, ni una mención siquiera. Tiene que ver con la política petrolera. Todos están contentos porque con la reforma ya habrá recursos para extraer, industrializar y exportar petróleo a manos llenas. ¿No sería mucho mejor dejar de exportar, aunque sea poco a poco, y aprovechar dicha materia prima, dentro del país? ¿Por qué creen que Estados Unidos compra petróleo a quien se deja y guarda en su subsuelo miles y miles de barriles? Pues porque con el tiempo el energético sube de valor, se industrializa en el propio país y previene su próxima escasez. ¿Por qué México no hace lo mismo, por qué vender y vender una materia prima que se puede vender, cierto, pero industrializada, con mayor valor agregado, y a un precio muchas veces superior o de plano guardarla para mejores momentos?. THE DIZQUE REFORMS ENERGETICA By José Luis Hernández Jiménez ¡Oh, my darlings four or five readers! Forgive me but permit me to contradict to some of you in its appreciations on the recently approved reforms energy. The President Calderon, one of the most happy by the result, now will be able to say that, as opposed to its ancestor, in its administration and elapsed barely the third one of the same one, already carries five reforms to the thread: that of the law of ISSSTE, the public prosecutor, the electoral one and now the energy one. All mini reforms but reforms when all is said and done, although in this last one the legislators almost correct him the complete page. The PRI, is another of the happy with it approved, therefore will be able to presume that, finally, the result is a lot of what the wanted and that at any rate the credit achieved by being the "concertador" of the moment, gives so that soon, says, return to The Pines. The PRD, is of the ones that gives bounces of happiness by the energy reforms approved, same that include great part of its proposals, due to that, ¡at last, congratulations, two years later!, realized that is the second political force of the country and that since this position, the shouts, insults and sobrerazos, they are unnecessary, if the political task is done with intelligence. And to the PAN did not remain another that to be done the happy one, therefore understands that has to prioritize: is more important than be told that during a blue and white state, its party yielded in some of its pretensions but there was approval, to that be going to say that nothing was yielded but that nothing was approved. By my part I believe to my twin one José Antonio Ríos Rojo known as the Left-handed one, of whom I received a good one I articulate itemizing the kindnesses of happiness reforms. Nevertheless it continues myself remaining a rare flavor of mouth therefore on the one hand, I am a little happy, since at last, great part of the political establishment that nests in the General Congress (who knows why they tell him "Congress of the Union") could come to an agreement in something but, on the other hand, I am an a lot angry one, by so tiny reform. So much bounce, shout, consultations, forums, insults, average truths, accusations, analysis, sombrerazos, for so little thing! (According to I, clear). To me apersoné, with other twins – as talk itself them since this same tribunal - in the mere Camera of Representatives to propose and to help to organize, right there, three Forums on the petroleum, with expert people of the theme and in transit to expose my worries and proposed (like is evident in three books that the same Camera published) and nothing. Me did not they pay attention. Maybe lack did me to ask that me to receive the own President of the Camera of Representatives and there to tell him even in what was going to die and to fan him a speech as for children of secondary and forgetful like did him Mr. Peje. Look at that to say that the economic crisis began in the middle of the eighties when all they know that the economic collapse of the country hit upon two Presidents, Echeverría and López Portillo, that is to say, in the seventies. And then to be complained that two assistants of the President Salinas of Gortari (José Cordoba and Claudio X. But of what I complain with the recently approved reforms energy, dizque reforms, is of an inconsistency and two lacks: The inconsistency is that of the now famous civic bonds. Although in 1996, the own one Andrés Manuel and the Cárdenas engineer proposed something seemed ("to do a national collection to buy PEMEX", another engineer, Heberto Castillo, stopped short them, causing seeing that they could not ask to the Mexican town to buy something that was of the own Mexican town), today, for the sake of the consensus, they are approved and they celebrate with bass drums and plates, the happy bonds. On the other hand, one of the lacks is that neither legal a single measure was taken to take care of the hands to the dome of the oil workers' union and overlords that accompany him. After it has been – according to multiple and mature you denounce public - the source of the by hand full corruption in that industry and, because of it, the main draining of the main wealth of the Mexican town, nothing is done on the matter. And except it is spoken to punish to the responsible for said draining to the chests of the nation. Smudge and new account, or fear to the union? Therefore nobody agreed of the matter. Of the second lack, neither a mention even. Has to do with the petroleum politics. All they are happy because with the reform already there will be resources to extract, to industrialize and to export by hand full petroleum. Would not be a lot better to stop exporting, although be little by little, and to take advantage of happiness commodity, inside the country? Why do they believe that United States purchase petroleum to whom is left and keeps in its subsoil thousands and thousands of barrels? Therefore because with the time the energy one value rises from, is industrialized in the own country and prevents its next shortage. Why Mexico does not do the same thing, why to sell and to sell a commodity that can be sold, certain, but industrialized, with greater aggregate value, and to a price many upper or outright times to keep it for better moments?
